To help researchers, educators and policy makers understand and support the development of 21st-century skills in schools, this edited volume explores the various iterations of "soft" skills with a particular focus on their implications for values and evaluates ways in which "soft skills" and "hard" values can be integrated. Discourse throughout the 21st century has focused on the changing nature of work, the need for new skill sets and the disruptive effects of new technologies. This has been a neo-liberal discourse that subordinated personal and individual needs to the needs of a productive workforce delivering more and more efficiencies linked to higher and higher profits. The solution is often seen to be in the development of a school curriculum that focuses on work-ready skills for an increasingly complex work environment and its demands. Agencies such as OECD and UNESCO highlight the need to link the skills agenda with complementary values. Yet this process is at a very early stage. The proponents of the Fourth Industrial Revolution (4IR) for example highlight the impact of new technologies, not just on work but also on the social world. Yet they neglect to explore the values that would be needed in these new disruptive environments. This book takes up that issue and lays out the multiple value systems that are available for this new 21st century world. It is an important resource for policy makers, academics and teachers with responsibility for a new generation.

This book compares the current status of democracy in selected Eastern European countries. The focus is on young people's attitudes towards and experiences of democracy, including active political engagement. In many of these countries, democracy has been hard-won and may well need to be defended again in the future. The contributors collectively reflect on young adults exercising their civic rights and how they can influence the political system at both formal and informal levels. The chapters present different issues that arise in unique contexts but overall reflect the changing status of democracy and its effects on young people's citizenship activity and education. The volume compares perspectives of three groups of Eastern European countries with different traditions and past histories of democracy and citizenship: Central European countries (Poland, Czech, Hungary); Baltic countries (Lithuania, Latvia and Estonia); and post-soviet republics (Ukraine, Moldova). These countries differ in the status given to democracy, citizenship action traditions and education. At the same time, many countries have experienced recent turbulence related to democracy and different kinds of actions by young people. Successive chapters explore what is often seen as a duality between informal and formal learning. This duality is particularly so because education systems expend so much time and effort in certifying formal knowledge often expressed in school subjects reflecting academic disciplines.Recognizing the contribution informal learning can make to young people's understanding and development does not negate the importance of valued social knowledge: That complements it. Students come to school with knowledge learnt from their families, peers, the community and both traditional and social media. They should not have to "unlearn" this in order to enter the world of formal learning. Rather, students' different learning "worlds" should be integrated so that each informs the other. In a knowledge-based society, all learning needs to be valued. Some contributors to this book reflect on how new educational systems could be created in a move away from top-down authoritarian and bureaucratic management. Such open systems are seen to be more welcoming in acknowledging the importance of informal learning. Others provide practical examples of how informal learning is currently recognized. Situated within the context of "post-soviet times", this book explores young people's citizenship activities and values in three distinct environments: post-soviet union countries, post-soviet union satellites, and countries that were independent of the soviet-union. Its purpose is to investigate the influence of these contexts on the ways young people see their citizenship in what are now emerging democracies. The future of nations depends to a large extent on whether citizens will continue to support existing values and will engage in activities to support those values. Using a framework designed by Kennedy (2006) and further developed by Zalewska, Krzywosz-Rynkiewicz (2011) the study examined the citizenship values of 3794 students aged 11-14-18 from 11 European countries. The main themes of this book include exploring similarities and differences in citizenship activities within countries and across countries; advancing explanations for these similarities and differences; highlighting the importance of contexts that influence citizenship activities and values; and assessing the extent to which democratic values are reflected in young people's citizenship activities.

It is a great pleasure to present this book, edited by a distinguished team at the Hong Kong Institute of Education and with excellent contributors from nine countries in the region and beyond. The book is a truly comparative work which significantly advances conceptual understanding. The comparisons undertaken are at many levels and with different units for analysis. One chapter undertakes comparison in two cities (Hong Kong and Guangzhou), three chapters make comparisons between two eountries (South Korea and Singapore; Solomon Islands and Vanuatu; South Korea and China); and five chapters undertake eomparisons across the whole region. Other on individual countries or, in one case, on a single schoo . In addition, ehapters foeus several chapters examine the attitudes and roles played by individuals and groups within societies. The book is thus an admirable example of the vitality of the field of comparative education in selecting different units for analysis and in examination of issues from diverse angles. Within the book, moreover, readers will find a fascinating array of settings and environments. On the one hand, for example, is Japan with its relatively homogenous eulture, a population of 126 million, and a strong national identity based on language and history. On the other hand is Solomon Islands, which has a population of just 400,000 scattered over 1,000 islands, approximately 90 indigenous languages, and major social problems arising from culture c\ashes, econornic forces, political dyna mies and legacies of colonialism."

There is a flourishing literature on citizenship education in China that is mostly unknown in the West. Liberal political theorists often assume that only in democracy should citizens be prepared for their future responsibilities, yet citizenship education in China has undergone a number of transformations as the political system has sought to cope with market reforms, globalization and pressures both externally and within the country for broader political reforms. Over the past decade, Chinese scholars have been struggling for official recognition of citizenship education as a key component of the school curriculum in these changing contexts. This book analyzes the citizenship education issues under discussion within China, and aims to provide a voice for its scholars at a time when China's international role is becoming increasingly important.
